It's not a failure. A proposal is very different from the legislation that got proposed and voted on. If you read the legislation than you will understand the scope of the project. It was never to be a 220 mile park. It was an attempt to secure access to the river for recreational purposes, protect its water quality, and set design standards for nearby builds. Considering that many of Oregon's industrial areas in Portland were already built and would be subject to the proposal it was never realistic. The actual legislation was pragmatic and did what it could to protect the river. As it stands, you can have a lot of fun rafting the river with lots of spots to camp at or exit the water. Water quality has improved in the Portland area with infrastructure and decrease in industrial activity. We still have some issues with agricultural runoff of fertilizers in the central and south valley but that is more complicated as the area needs that industry for jobs.

One former Portland freeway that wasn't mentioned here was Harbor Drive, which exited northbound I-5 just before the Marquam Bridge and went straight into downtown along the waterfront. It was a segment of US 99W, which would continue north crossing the river at the Broadway Bridge and continuing on the east side of the Willamette, eventually reaching the Interstate Bridge. The downtown section was eventually demolished and became an expanded Front Ave., and Waterfront Park was built along the river. One freeway the Portland Metro area could still use is a westside loop of I-205, making it into a beltway around Portland. This would connect Vancouver as well as other Washington residents who commute to the high-tech areas of Beaverton and Hillsboro without having to go through Portland. It would also provide quicker access for them to US 26 for those going out to Seaside. Commuters from the south metro area would benefit as well, cutting down commuting times to Beaverton and Hillsboro.

ChatGPT Oh, and can you believe it? Did they build an amazing downtown with that 11 billion? Did they create a stunning waterfront with that 11 billion? Of course not! That 11 billion dollars vanished into thin air, and surprise, surprise, Seattle didn't get his state of art transit system. Shocking, isn't it? The government must spend money because if they don't, it just disappears anyway. It's not like they'll distribute it among the population or build three alternative transit systems instead. No, that 11 billion dollars that went unspent was pulverized into hundreds of little projects with probably zero oversight. So, I much prefer the government to spend big chunks of money on grand, long-lasting projects rather than nickel-and-diming it on endeavors that make you wonder where the money went. And today, we should ask that burning question: Whatever happened to that 11 billion dollars? I bet no one can answer that.

What a disaster. As a distant external observer, I have the impression that the repeated public votes on every version of this project are the one and only reason for its ignominious and catastrophic collapse. Local democracy doesn't mean giving the electorate the say-so again and again. Meanwhile, Seattle's light rail system, which has likewise had decades to add up to something, remains a pathetic rudimentary mini-network.
